Ruby Upgrade and New Servers for CHSSWeb

Before the winter break, we deployed and switched CHSSWeb to a new set of upgraded servers. This action allowed us to make important operating system and security upgrades without downtime for our sites.

We also deployed a major version upgrade of Ruby, the underlying language that CHSSWeb is written in. This upgrade from Ruby 2.7.4 to Ruby 3.0.3 contained core Ruby language changes, security patches, new language features and minor speed improvements.
